Sharon Owens swears in SPD Chief Mark Rusin, new deputy chiefs

Syracuse Mayor Sharon Owens swore in Mark Rusin as the next chief of the Syracuse Police Department Wednesday afternoon.

Eighty people, including state and local officials, attended the event that took place in the Syracuse Common Council chambers, syracuse.com reported. Rusin recited the oath, read to him by Owens, alongside his wife and two children.

Rusin replaced former Chief Joe Cecile, who left the department after over 40 years. Rusin has worked in the department for nearly 20 years. Rusin plans to continue the work started by the previous administration, such as the 2025 decreased crime rate, syracuse.com reported.

Owens explained to attendees of the ceremony that her selection of Rusin was based upon his strong understanding of law and public policy.

In addition to Rusin, Owens swore in the new first deputy chief, Richard Trudell, and three deputy chiefs.

The following officers were sworn in as Rusin’s new deputy chiefs:

  • David Metz, Deputy Chief, Investigation Bureau
  • James Milana, Deputy Chief, Uniform Bureau
  • Jason Tom, Deputy Chief, Support Services Bureau

As the former Deputy Chief of the Investigations Bureau, Trudell oversaw investigations of crimes committed against people, property, serious incidents and narcotic and vice activity.

Trudell has served the Syracuse Police Department for over 30 years, CYNBJ reported.
