Syracuse Housing Authority announces advancement of East Adams developments

The Syracuse Housing Authority and McCormack Baron Salazar will extend their partnership, moving forward with the East Adams Neighborhood Transformation Project in Syracuse’s Southside, SHA announced in a Monday press release.

The agreement will advance four additional “phases” of the project, according to the release. The phases include a new neighborhood park and upgraded infrastructure coordinated with the I-81 Community Grid.

McCormack Baron Salazar is the “master developer” behind the East Adams Neighborhood Transformation Project.

Three of the 11 phases of the over 1,400-unit project are already underway, with both agencies planning four more phases that will bring an additional 500 units, according to the release. All 11 phases will be completely funded by 2032.

The units will be affordable, market-rate, mixed-income and centered for long-term growth in the area, the release states. Bill Simmons, SHA’s executive director, said residents and the community will actually “see and feel” the new agreement’s impact.

“There’s real work happening on the ground right now, and you can feel the energy and momentum building across the neighborhood,” Simmons said in the release.

Simmons said with the new initiative, the East Adams housing developments aren’t “just plans anymore,” and the agreement shows the housing authority’s commitment to the area.

Syracuse Mayor Sharon Owens praised the initiative for advancing the East Adams neighborhood.

“This lays the groundwork for continued coordination and partnership, moving closer to achieving additional financial closings in the next year,” Owens said in the release. “The residents in this neighborhood deserve best-in-class housing and amenities, and this is a step in the right direction.”

The transformation project broke ground 10 years after it was proposed in December 2025. During the December event, Simmons said additional amenities in the East Adams neighborhood will include a YMCA, a supermarket and a children’s advising center.

“With multiple phases already underway, we’re building real momentum and delivering on our commitments to the community,” Adhi Nagraj, the chief development officer of McCormack Baron Salazar said in the release. “Our focus remains on creating a high-quality, mixed-income neighborhood that meets the needs of Syracuse residents and supports the city’s long-term growth.”

The East Adams project is primarily funded through federal grants and the private investment banking company J.P. Morgan. J.P. Morgan has invested in the first two phases of the transformation.

The second phase is expected to be completed by 2027.
